    Quick answer

Qatar does not accept apostilles, so Singapore documents need the full chain. Qatar embassy attestation in Singapore means legalisation by the Singapore Academy of Law, then endorsement at the Qatar Embassy in Suntec Tower One. Qatar's Ministry of Foreign Affairs completes the process in Qatar. Healthcare licensing may also require separate primary-source verification.

Qatar Is Not an Apostille Country: Your Route From Singapore

Qatar is not a member of the Apostille Convention, so an apostille from Singapore is not the final step. After SAL, the Qatar Embassy in Singapore must endorse the document, and Qatar's Ministry of Foreign Affairs attests it after it reaches Qatar.

SAL affixes an Apostille to every Singapore document it legalises, so your document will carry one anyway. For Qatar, it serves as the SAL link that the embassy then verifies. The general way to decide between an apostille and an embassy route is on our SAL apostille page, and the full chain is set out on our embassy attestation page. The UAE follows the same pattern, while Saudi Arabia now normally accepts an apostille.

The Qatar route at a glance

    Step Where Who Typical time
Document check Singapore Us Same day, from a photo
Notarisation (private documents only) Singapore Our Notary Public One appointment
SAL legalisation 1 Coleman Street Submitted by us Usually processed over the counter
Qatar Embassy endorsement Suntec Tower One Submitted by us Set by the embassy
MOFA attestation Qatar You or your employer After arrival

The embassy's processing time is outside our control, so we quote a realistic range when we accept your file rather than a guaranteed date.

Degrees and Professional Qualifications for Qatar Employers

Qatar employers most often ask for your highest degree attested through the full chain, and frequently for transcripts and experience letters too. For degrees, Qatar also expects the university to be on the recognised list kept by its Ministry of Education and Higher Education.

What typically goes into a Qatar employment file from Singapore:

    • Degree certificate: an original from NUS, NTU, SMU, SIT, SUSS, SUTD, a polytechnic or ITE can go to SAL directly; a certified copy goes through our notary first.
    • Transcript: check whether your employer or licensing body needs it; many do.
    • Experience letters: printed on company letterhead and signed by someone authorised. Our notary checks that authority, so bring evidence such as an ACRA profile or HR authorisation if the signer is not a director.
    • Professional certificates and good-standing letters: some Singapore statutory boards send these directly to the Qatari body, in which case no attestation is needed. Ask first.

If your degree was studied at a Singapore private college but awarded by an overseas university, its chain starts in the awarding country; our degree page explains the check.

Your offer letter will usually say "attested by the Qatar Embassy and MOFA". If it says "verified" instead, read the next section before paying for anything.

Healthcare and Engineering Licensing: Attestation vs Primary-Source Verification

Attestation and primary-source verification answer different questions. Attestation confirms that the signatures and seals on your paper document are genuine; primary-source verification (PSV) has an approved agency contact your university and employers directly to confirm what you studied and where you worked.

Qatar's Department of Healthcare Professions, part of the Ministry of Public Health, requires healthcare practitioners to complete PSV through an approved provider before registration. The providers it names are DataFlow, Quadrabay and Approved Verification Services (AVS).

    How the two compare

    Embassy attestation Primary-source verification
What is checked Signatures and seals on your document Your credentials, with the issuer directly
Who checks Notary, SAL, Qatar Embassy, Qatar MOFA An approved agency such as DataFlow
How you apply Hand over original documents in Singapore Online application and uploads to the agency
Output Stamps on your original document A verification report sent to the regulator
Can we do it for you? Yes, the Singapore steps No; you apply to the agency yourself

    Why you may need both

A healthcare professional moving to Qatar may be asked for PSV for licensing and, separately, attested certificates for the employer's HR file or residence permit process. One does not automatically replace the other. Ask your employer or recruiter two questions in writing:

    1. Does the licensing body require PSV, and through which provider?
    2. Does HR or immigration also require embassy-attested certificates?

Engineers and teachers should ask the same questions. Registration rules for these professions are set by different Qatari bodies and change over time, so rely on the current written list.

Where we can still help with a PSV application

    • Certified true copies of passports or certificates if the agency asks for them
    • Letters of authorisation signed before a notary, if an institution needs your consent to release records
    • Advice on timing, so that the attestation chain and PSV run side by side rather than one after the other

Marriage and Birth Certificates for Qatar Family Residence Permits

To bring your spouse and children to Qatar on your residence permit, you will usually need your marriage certificate and each child's birth certificate attested through the full chain. As Singapore government documents, they go to SAL without a notary.

    Check these before we submit:

    • Official, unlaminated certificates. SAL will not apostille a laminated document; see our marriage certificate page for the options.
    • Digital birth certificates from ICA are submitted as printouts; see birth certificate attestation.
    • Every child's certificate in one batch, including children who will join later.
    • Names consistent with passports. If a parent's name on the birth certificate differs from the passport, a "one and the same person" declaration may be needed.

Qatari authorities may require an Arabic translation. Whether it must be done by a translator in Qatar or can be prepared in Singapore varies by office, so confirm before ordering one. If Singapore translation is accepted, our translation attestation page explains where it fits in the chain.

Working With the Qatar Embassy in Singapore

The Embassy of the State of Qatar is at 7 Temasek Boulevard, #44-01/02, Suntec Tower One, Singapore 038987. It attests commercial, civil, personal, judicial, educational and medical documents that SAL has already legalised.

Practical points when dealing with the embassy:

    • Contact: +65 6593 9900 and singapore@mofa.gov.qa, as listed on the embassy's website.
    • Hours: the embassy does not publish consular counter hours online; we confirm them before each submission.
    • Fees: the embassy publishes its own attestation fees, which we pass on at cost: at the time of writing, S$45 per document for personal status, civil, judicial, educational and medical documents, and S$68 per document for commercial documents such as contracts and certificates of origin (commercial invoices are quoted by the embassy on request; death certificates are exempt).
    • Corporate files: company documents such as resolutions, POAs and commercial contracts usually fall under the embassy's higher commercial rate (S$68 at the time of writing); see our corporate document page.

Qatar's Ministry of Foreign Affairs also offers an online "Complete Attestation Outside Qatar" service, in which the ministry coordinates attestation with Qatari missions abroad and charges its own completion fee. Whether your employer prefers this route or the usual embassy-then-MOFA route, we check the current procedure when you order.

Completing Attestation at Qatar's Ministry of Foreign Affairs

The last step, attestation by Qatar's Ministry of Foreign Affairs, happens in Qatar after your documents arrive. Your employer's government relations officer often handles it, or you apply yourself through the ministry's channels.

We cannot carry out the Qatar MOFA step, because all our work takes place in Singapore. What we can do is make sure the Qatar Embassy endorsement is in place and legible, the document is undamaged, and you know which originals to carry in your hand luggage.

    Before you fly

    • Keep attested originals together, flat and unfolded, in a document wallet.
    • Scan every page, including the backs with stamps, and keep the scans online.
    • Take the embassy receipt if one was issued; MOFA staff occasionally ask about the embassy step.
    • Do not staple, laminate or add anything to attested documents.

When you do not need Qatar attestation

    • The employer has asked only for PSV, confirmed in writing
    • A short visit or tourist visa
    • The document was issued outside Singapore, so its chain starts in that country

    Qatar Attestation Questions

    Does Qatar accept an apostille?

No. Qatar has not joined the Apostille Convention. After SAL, your Singapore document must be endorsed by the Qatar Embassy in Singapore and then attested by Qatar's MOFA.

Where is the Qatar Embassy in Singapore?

It is on level 44 of Suntec Tower One, 7 Temasek Boulevard. We handle submission and collection, so most clients never need to visit.

Is DataFlow the same as attestation?

No. DataFlow and similar agencies verify your credentials directly with your university and employers for licensing. Attestation places official stamps on your documents. Healthcare professionals often need both.

Which documents does Qatar need for a family visa?

Usually your marriage certificate and each child's birth certificate, attested through SAL, the Qatar Embassy and MOFA. Your sponsor's HR team will confirm the list and whether Arabic translation is needed.

Does my experience letter need attesting too?

Often, yes, particularly for licensed professions. It must be signed by an authorised person at the company, notarised, then legalised by SAL before the embassy endorses it.

Can you finish everything before I fly to Doha?

We can complete the Singapore steps before you leave if the documents reach us in time. The embassy sets its own processing time, so tell us your flight date on the first message and we will say honestly whether it is realistic.

Can you do the MOFA step in Qatar?

No, that step happens in Qatar and is done by you or your employer. We make sure your documents leave Singapore with the correct embassy endorsement.

Disclaimer: We are not a law firm and do not give legal or licensing advice. Acceptance is decided by the Qatar Embassy, Qatar MOFA and the receiving authority. Fees and procedures are current as of the Last verified date. Last verified: 1 October 2026.
