Saudi Arabia Joined the Apostille Convention: What Changed for Singapore Documents
Since 7 December 2022, Saudi Arabia accepts apostilles from other member countries, and Singapore is one. The old chain of SAL legalisation followed by Saudi embassy attestation and Saudi MOFA is no longer the standard route.
In practice, that removes two steps, and the cost and waiting that came with them. For a Singapore marriage certificate, the Singapore work now consists of one SAL apostille at S$10.70 at the time of writing. A document that needs a notary first, such as a declaration, adds the notary and SAL's S$87.20 authentication fee.
Saudi institutions have been adapting. The Saudi Central Bank issued a circular in 2023 telling banks to accept apostilled foreign public documents without further ministry or mission approval. Many Singapore agency websites still describe the pre-2022 route, which is why people still ask us for a "Saudi embassy stamp".
The general rule for deciding between an apostille and an embassy step is on our SAL apostille page. For Saudi Arabia, the starting assumption is apostille only.
When a Saudi University or Employer Still Asks for an Embassy Stamp
Some Saudi receivers still publish the older requirement, especially university admission offices and employers using checklists written before 2022. If yours does, ask them to confirm in writing whether an apostille is acceptable before you pay for more.
We have seen a Saudi university admission FAQ that still lists certification by the issuing country's education ministry, its foreign ministry and the Saudi embassy or cultural attaché. Wording like this is often simply out of date, but the admissions officer decides, not us.
How to handle it
- Send the receiver one question in writing: "Will you accept a Singapore document with an Apostille from the Singapore Academy of Law, under the Hague Convention in force for Saudi Arabia since 7 December 2022?"
- If they say yes: we complete the apostille and stop.
- If they insist on an embassy step: we check with the Saudi Embassy in Singapore whether it will still endorse an apostilled document, and quote the extra step separately. How an embassy step sits on top of SAL is explained on our embassy attestation page.
- If there is no answer before your deadline: tell us, and we will set out the cost and time of each option so you choose.
One recent client preparing school results for a Saudi university chose the embassy route, translation, doorstep pickup and courier all together. It was their choice after comparing options; for many applicants the apostille alone is enough.
Marriage Certificates for Saudi Family and Residency Applications
A Singapore marriage certificate from ROM or ROMM is a government document, so it goes straight to SAL for an apostille without a notary. That apostilled original is what Saudi family visa and residency applications usually need from Singapore.
Before you submit a marriage certificate for Saudi use, we check:
- It is the official certificate, not the ceremonial one signed at the solemnisation.
- It is not laminated. SAL will not apostille a laminated document; our marriage certificate page explains replacement options.
- Names match the passports that will be used in the Saudi application, including the spelling of family names.
- ROMM certificates may carry text in more than one language; confirm whether your Saudi receiver needs a full Arabic translation.
If the sponsoring spouse is already in Saudi Arabia, the original can be apostilled in Singapore and couriered. The apostille step must be done here, because only SAL can apostille a Singapore document.
O-Level, A-Level and School Records for Saudi University Admission
For Saudi university admission, applicants from Singapore usually need their GCE O-Level or A-Level certificates, sometimes N-Level results, and any private school transcripts, each carrying a SAL apostille. The route depends on who issued the document.
| Document | Issuer | Route to the apostille |
|---|---|---|
| GCE N, O or A-Level certificate | SEAB | Usually a notarised certified copy, then SAL; confirm case by case |
| Polytechnic diploma, ITE certificate | Polytechnic / ITE | SAL directly from the original |
| Private school results or transcript | Private institution | Notary first, then SAL |
| University degree | NUS, NTU, SMU and others | SAL directly from the original |
SEAB does not certify copies of GCE certificates, which is why the notarised-copy route applies. The detail for each certificate type is on our school certificate page, and degrees are covered on our degree attestation page.
Equivalency happens in Saudi Arabia
Saudi universities typically route foreign certificates through the Ministry of Education for an equivalency decision. That step is separate from the apostille and takes place in Saudi Arabia. We prepare the Singapore documents; we do not apply for or predict equivalency.
Parents preparing a file for a student
- Collect originals of every certificate on the university's list before booking anything.
- Ask whether transcripts or results slips are required in addition to certificates.
- If the student is already abroad, a parent can hand originals to our courier; the student need not attend unless a notary signature is required from them personally.
Do Your Documents Need Arabic Translation?
Not always. Many Saudi university admission offices ask for an official translation only of documents not issued in Arabic or English, so English-language Singapore certificates often go without one. Courts, some ministries and family matters may still require Arabic.
Ask the receiver three things before ordering a translation:
- Is an Arabic translation required for an English document?
- Must the translation be done by a translator licensed in Saudi Arabia, or will a translation prepared in Singapore be accepted?
- If done in Singapore, must the translation also carry its own apostille?
If a Singapore translation is accepted, the translator's declaration is notarised and apostilled so the translation enters the chain properly. Our translation attestation page explains the order. Where the receiver prefers a Saudi translator, the translation is best done there, after the apostille.

Paying Only for the Steps Saudi Arabia Requires
The cheapest correct route for Saudi Arabia is usually the apostille alone. Extra steps such as embassy endorsement or translation should be added only when the receiver has asked for them in writing.
| Your situation | Steps from Singapore | Government fees at the time of writing |
|---|---|---|
| Marriage certificate, receiver accepts apostille | SAL apostille | S$10.70 |
| Polytechnic diploma or NUS/NTU degree | SAL apostille | S$10.70 |
| O-Level certificate (notarised copy) | Notary, then SAL | S$87.20, included in our notary fee |
| Declaration or POA for Saudi use | Signed before notary, then SAL | S$87.20, included in our notary fee |
| Receiver insists on embassy step | Above, plus Saudi Embassy endorsement if available | Plus embassy fee, at cost |
Our prices: SAL apostille from S$29 per document (SAL's S$10.70 included); notarised copies from S$189 and declarations or POAs from S$219 (notary and SAL fees included); an embassy step, if the receiver insists, from S$99 per document plus the embassy fee; and pickup or delivery from S$12 via our pickup and delivery service. The prices shown above are starting prices. Your final price depends on the document type, number of pages and destination country, and will be confirmed in a written quotation before any work begins. SAL usually processes documents over the counter once submitted; any embassy step adds the embassy's own processing time, which we do not control.
Common mistakes we prevent
- Ordering the embassy stamp because an old website said so
- Translating a document the receiver accepts in English
- Sending a laminated certificate to SAL
- Apostilling a degree awarded by a foreign university through a Singapore private college; that chain belongs to the awarding country
Saudi Attestation Questions
Does Saudi Arabia accept an apostille from Singapore?
Yes. Saudi Arabia has applied the Apostille Convention since 7 December 2022, so an apostille from the Singapore Academy of Law is normally sufficient. A few receivers still ask for older steps, so confirm with yours in writing.
Do I still need the Saudi embassy stamp?
Usually not. Only add it if your university, employer or authority confirms in writing that an apostille alone is not accepted. We then check with the embassy and quote the extra step separately.
Do my certificates need Arabic translation?
Often not, if they are in English. Many Saudi admission offices require translation only for documents not in Arabic or English. Courts and some ministries may still require Arabic, so ask first.
How do I get my Singapore marriage certificate ready for Saudi Arabia?
Send us the original ROM or ROMM certificate. It goes directly to SAL for an apostille, with no notary step, and is returned to you or couriered to your spouse.
My son needs his O-Level and private school results for a Saudi university. Where do we start?
Send us photos of every document on the university's list. The O-Level certificate usually needs a notarised copy before SAL, and the private school results need a notary too. We quote the whole file at once.
Can I do this while living in Saudi Arabia?
Yes, if someone in Singapore can hand us the originals, or you courier them to us. The apostille must be done by SAL in Singapore, and any notary signature needs the signer present in Singapore.
How fast can it be done?
SAL generally processes documents over the counter, so an apostille-only file can move quickly once originals are with us. We confirm a realistic time when you order and do not promise dates that depend on other offices.
